I for one got fed up with the continued picking locks after i legally reached the 101 skill points, so i started using the unlock command. That however was not as simple (or i might be daft) as it seemed, so here i will clarify the "how to use". 1 Open the command console without actually yet targeting the lock. 2 Enter the word "unlock" and THEN target the desired lock and click it. It then shows the ID number of current item/lock/door/chest. 3 Press return. If you have done it right, the it will state eg: "Unlocked Display Case".
For some this is selfexplanatory, but i admit, it took me a bit of time to l2use it properly
This command obviously only works if you are supposed to be able to open the target as a part of the gameplay... In other words this do not work for doors etc if the gameplay does not allow you to.

Actually this does work for those doors you aren't supposed to open also. However, you may step out into empty space... trust me.
