tested it and confirmed that the commands do not work for any 2handers. not sure if their is a 3rd command needed when equiped in both hands or not.

really can not wait for construction kit so i can just make the weapon i want with enchants and have 0 enchant cost on it

There's a Mod on Nexus called "Full Weapon Recharge -Any Enemy" which "Changes the "Soul Siphon" perk to refill 100% of your weapon's charge on any kill."
