I know that there're bugs associated with the Shout itself, but does anyone know of a way to make the Elemental Fury effect permanent, or as an enchantment? I've tried using the MGEF's listed in the console, but all that seems to do is add the visual/sound effects without changing weapon speed.
I've tried several ways to get this working, but it's not happening. I've been looking for a similar effect, something that increases attack speed, but nothing so far.
I believe this works -
player.setav WeaponSpeedMult
player.setav LeftWeaponSpeedMult
Default value is 1. So changing the value to 2 will effectivly double the attack speed. I'm not sure how this effects animations.

You believe correctly. I set it to 2 and that was fast, set to 5, my character becomes a sword wielding blur of death... awesome.
