Minimum is the same as ME2, but for the full effect a 560+ or 6950+ for GPU.
Where did you even find this info? 560+ or 6950+ for max settings on the same engine as ME2 is a bit too much and very unlikely.

Well they are still using the Unreal 3 engine so I doubt there will be much of a change in graphics. Also at the resolution liz is using a 560 will be more than enough. At 1680x1050, which is a higher resolution than what the OP will be using a 560 will get 90+fps with max settings on ME2.
I'm not sure what the rest of liz's system looks like but if its decent max settings shouldn't be out of the question.

8gb ram, AMD Phenom II X4 955 Processor, 3200 Mhz Quadcore. 800W PSU. Nothing epic, but I should be ok for it.
Your system will be just fine. You have more than enough RAM and your CPU is still a fine gamer. For the resolution you are playing at your rig is more than enough

I work for EA. I talked to Bio's development team, with some new tweaks etc for max settings 560/6950 or above is needed to play with no framerate drops etc, yes you can use max settings with a lesser card but don't expect 60fps on them.
I hope so, I expect it will be, but with these games you can never know for sure until you try it.
Not sure on your GPU, but your CPU is more than capable.
I am not certain about the requirements, I am certain that I will be able to run it on high, but I am not certain I can wait much longer for the game... actually... it will have to wait... I still have to finish Skyrim before this one can come out, and I have barely tapped that game to date. In fact, at the rate I am getting through games these days... I probably will not even get the time to play ME3 until Steam has it on sale for $13 and change. Seriously, who ever invented children was clearly not a gamer.
ME3 will highly unlikely be on Steam, unless Steam and EA can come to a deal about things again.

One thing to remember when playing games and if a video card will be able to handle it is what your screen resolution is. Your screen resolution is on the lower end so a graphic card like a GTX580 would be overkill. The higher the resolution you have the better video card you need.
I play at 1920x1080 with a GTX480 and I have no problem playing any games at high settings at this time.
Here is a good site that gives you excellent bench scores with different games at different resolutions on all the video cards out there
www.anandtech.com/bench/GPU11/188
That's also an excellent site to get good reviews and they have excellent forums for getting help.
