cursor problem

I'm having a lot of trouble controlling my cursor when I play Tropico 4. When I move it, it jumps sometimes to the end of the island, sometimes into the ocean, even though I only wanted to move an inch or less. It is just too fast. Or rather the cursor operates too fast. Can anyone help me with this?
