Where or whom do I get the pre-quest Gaining Ground with Gannon, so I can complete the main side quest For Auld Lang Syne?

still having some trouble with this one, found my way to freeside and the old mormon fort and and added Arcade Gannon as a companion and completed a number of side quests including high times,that lucky old sun and white wash and the main quests ring a ding ding and wild card: side bets for an independant new vegas. But I still haven't gotten the side quest For Auld Lang Syne, what am I missing?
