Steam should be auto-updating your game, unless you have auto updates off or a "less-fair" version of the game.

Yes, unless your "Automatically download updates for this game" is un-ticked. Open Steam > Library > Right click on MW2 > Properties > Updates and there you choose whether you want to download updates for the game or not.
