Ok I know you gotta use the editor to change the tech level and all that how do you change were you can get the same recruits as your big cities do? I have that problem on Empire too, I wanta be able to recruit the same every city.

seen somewhere you can edit the city were they upgrade? im printing out like 50pages lol
