It is part of Mystic River quest (at least ingame journal says so) which is not in the game guide - or I'm a really, really terrible reader

After or during the Three Sister's quest DO NOT give the encrypted manuscript to Detmold (the one from the cliff house cellar). In the last chapter in the dungeon (a bit NE from market) you will encounter WISP - a Vran guardian spirit. If you answer his question in the right way, he will open a teleport to little puzzle game. At the end you will meet the Artifact Keeper. Depending on your choices in the dialogue you can reset your stats or beat him and get his (neat) stuff.
Bras of Ban Ard will help you decrypt the manuscript.
