Yes there is an editor but it's pretty hard to find a working copy of it. I'm unsure of the CH rules on linking to other cheat sites so here's the link instead to the download www.megaupload.com/?d=XPTZE7RT
As with anything from a host site, I highly recommend scanning it before and after unpacking it. The password listed on the site is XB36Hazard but some of the comments say it is all lower-case (no caps).
Just googling "Saints Row 2 editor" brings up a lot of results.

Actually that's an Xbox360 SaveGameEditor doesn't work on PC so. But also i doubt it excist any tho
