i got more than enough of items to gets shop quests items but when i go to the store it says i don't have enough.How do i fix this problem?

Never heard of that one happening... are you sure you have enough? check your items and make sure.

i had it only once i can remember where it showed all items but would not let me cash it in. turn off trainer and it works fine though

check your items, check your Money maybe: Trainer Destroyed your save game. Maybe.

It's an issue with the trainer so just restart game without trainer and the shop quests will work fine.

stealth is known for causing problem with shops and their items, so yes, that would be the wise thing to do.
Start game without trainer, go finish shopquest, do something that forces a save, such as sending assassin orders, or buying something. and then restart game with trainer.
