I was having the same problem, going straight to the launcher and not taking the shortcut commands as the launcher was the one launching it.

Another option is to edit the file …\Dragon Age\data\DAOriginsLauncher.xml (i.e., within your Program Files folder). This will allow you to run the game from its normal shortcut but requires you to edit a game file which should be done carefully and not before taking a backup of the file. Find the line
[condition name="FirstRunCheck" type="FileExist" file="${USERDATA_DIR}\SystemInformation.xml"]
The line below should be something like this:
[true action="execute" file="${BINARIES_DIR}\DAOrigins.exe" path="${BINARIES_DIR}" autoquit="true" /]
Add an attribute arguments="-enabledeveloperconsole" to it make it read

Essentially you're changing the way the launcher starts the game, now you need to modify this to dragonage2.exe instead of daorigins.exe but other than that it worked perfect for me.
also do to formatting constraints on posting here you can't use the proper > and < symbols, so i've replaced them above with ] and [

Has anyone found which folder to place the "fonts.erf" to make the console commands visible in DA2 as they were in DAO? I have a copy in every core\data folder I could find ... still invisible as yet
The "Font.erf" goes in the core/data folder, but it will not work, since that mod was written with the Origins toolset. If, and when the toolset is updated to be used with DA2, then someone will be able to make one or update that. I am sure someone at Nexus will figure it out. As of right now, I don't think EA/Bioware will release the toolset, since that would kill DLC sales on the PC platform. But, I am only guessing that.
