(have steam copy of game so first part isn't probably same for everyone)
1. Get notepad++ 2. Go to folder C:\Program Files\Steam\steamapps\common\fate of the world\share\fotw\scripts 3. Make copy of Policy.lua (important) 4. Find following texts: economic_cost=25 economic_cost=50 economic_cost=100 Replace those with economic_cost=-25 economic_cost=-50 economic_cost=-100 (or well anything you want, values I used makes them give money instead of costing, 0 would make everything free) 5. Save the file
Important parts: use notepad++ (or anyother intelligent pure text edirot), make copy of policy.lua (then again game is fast enough to download from original source), use economic_cost as a string (and you really want to use search string)

Btw do notice that there is cards which costs 10, 30 and so on so this doesn't turn all cards free. Also recruiting agents costs still. And last thing, this game doesn't turn that much easier by this cheat, you still have to balance between keeping nations happy and keeping world stabile.
Did test this though to year 2100 and it works.

They moved this information. With the latest version it's now at
C:\Program Files\Steam\steamapps\common\fate of the world\share\fotw\policies
and you want the 100_base.lua file.

The cost of the cards in game changes to 0 (or whatever number) for me, but in my total money, it turns negative. So there is something else that is still catching the value of the cards and making it so their cost is not fully negated.
EDIT: Okay, I reinstalled the game, and now it works. Perhaps it was just a fluke before? Oh well.

This has happened to me as well. The game will give me the money and then once I go to the next turn I am suddenly in debt. I am going to play around with it a bit and see if I can figure out the cause.

I found out what causes the money to go negative after editing the cards to give money. With any project that eventually ends such as building the GEO HQ it will subtract the exact amount of money the card is edited to give. So if you set it to -9999 it will take 9999 out of your funds next turn.
The solution to the problem is to simply leave these cards alone. Edit ones to give you money that can be continued every turn endlessly in the game. A good one to edit is "Subsidise Biochar" It is endless and will truly give you infinite money so long as you keep a single region with the program running.
Hope this helps anyone who encounters the same problem.
