Because it takes so long to earn money even for five metro stations with full equip such as rails and trains - 40-50k, with 500-1000 income average.
And this "always-losing" buses. Poor economic systems and awful jams making this game a cheatneeded game.

Yea, past campaign mission 2 the game needs a money trainer bad.
And on the topic Russ mentioned above, it is kind of peculiar that the developers never noticed that adding a bus to a quiet road with have that road backed up 10 city blocks in less than 5 minutes (real time) later.

No trainer guys, sorry. We had multiple people look at it and the game was too heavily scripted to isolate even a money option successfully.
