lolz, your idea is good but the weakness point of ROTK: total war is it only have 3 factions and each faction, they dont have any difference in units except heroes and uniform then if we only focus to their heroes, it will become clone version of ROTK series and DW series ...
we'd have a lot of factions (yellow turbans, dong zhuo, yuan shao, shu, wei, wu, yin, nanman, and a lot more)
Wow... thats kind of like asking "Why make Rome Total War? Theres only one faction you can play as!"
As for the lack of variation well... if there is one thing Empire taught us it's that having tons and tons and tons of units does not a good RTS make.

That's because a lot of people forgot to employ tactics, just went for the best unit available. Shogun 2 will make people use the terrain more for tactical purposes being most of the units will be an equal match and the variations will be smaller, making you think more before committing troops. I, for one, welcome it.
Who would like a total war game set during the period of "Romance of the Three Kingdoms"?
I personally love that period of Chinese history and would love a TW game set in that period!!
Also, do you think they will release Shogun-2 sooner since DEMO is out now?
yeah that's will be great !!, or at least the beginning of Chinese history, the born of Qin......the era of warring state, there were many state at that time........which each of them have unique culture................
