Yes, you can add the perk through the console. Personally, I just make a mod to use the Painspike armor that has 1 billion health :-).

No, it does not. IF you use the console and add the perk (using the command I gave), you simply save the game and then restart Steam, then restart Vegas and since you didn't use the console the second load, you'll have the perk anyway and still get achievements.

It does. But you didn't ask that.
Using your console command will not allow achievements because that command is active during the same session of Vegas and it doesn't add the perk. When Vegas is closed, the command is as well. Adding the perk does not go away after saving and restarting Vegas, and therefor, achievements can be had.
