Mostly its your PC its options (Details) have a certain limit to different games like ARMA II (2) Depending on the games requirements so when you compare the two (your PC & the game) you will find the two different always (sometimes) so if you have the requirements or near them, you have options, also if your requirements are higher like a bit more higher you can put them at high, Depending on the system and how it can run clearly sharp then you need to put the graphics at the right place.
