I didn't get my "Come Fly With Me" achievement after completing it because Bethesda decided they needed to disable the Steam Cloud while I was playing without telling me.
Steam disables the achievements, not Bethesda. If it were as you stated, they would be called Bethesda achievements. Even then, Bethesda is the publisher, not the developer of the game.

Bethesda actually does. It is Bethesda that decides whether or not they want their game to have connection to the Steam Cloud during gameplay.
Users can disable it (doesn't always work) individually but the game developer can globally disable it. It's what allows global pushes of game updates.

You're saying that Bethesda is the developer, when in fact, they are not. Obsidian is the developer. When loading the game, you connect through Steam and there is no caveat or prompt stating that Bethesda Or Obsidian for that matter is part of that connection. Steam is not affiliated with either gaming company.
Bethesda decided to use Steam exclusively for use with Vegas, but that doesn't mean they are connected to it through the net for achievements. Updates are totally different as Obsidian (who again developed the game), creates updates, then they pass that on to Steam (or to PSN or XBL accordingly) with a certification going on in the process. Ultimately, Steam processes the achievements and updates for use in the game, even if the developer creates the updates and the extras (like achievements) that run in-game.
It's the same way with GFWL, that is through Microsoft, and not the game's developer/publisher. If what you say is in fact true, then the onus is on you to show that Bethesda is the connection to Vegas processing achievement updates, etc.
Why do you need to argue semantics? Is that how you get your jollies?
Why don't you read the Bethesda developer blog or tech support developer sticky announcements to realize that I am right when it comes to who decides Steam Cloud connectivity and then come back to me.
How is it arguing semantics regarding your claim that Bethesda connects to the game when it is Steam?? How is it arguing semantics that Bethesda is not the developer of Vegas, only the publisher? If anything you are arguing semantics. Steam achievements are Steam achievements and Steam provides them. You get updates/patches through Steam provided by Obsidian and then it gets certified by Steam before release. You connect to the game online through Steam, not through Bethesda. When you connect to Vegas do you get a prompt that you logged on to Bethesda or are you going to say I am arguing semantics here as well? Does Bethesda own Steam (last I checked, Valve owned Steam)? Why don't you don't you provide the link as I stated in my previous reply to you that the onus is on you to show that Bethesda is the connection, yet you want for me to go search for it. If I am wrong, I will admit it.
