u got ripped off bad...
I have a Athlon II 620 Quad 2.6Ghz ($90 CPU almost a year old) Nvidia GTS 250 3GB RAM
everything on highest setting at 1366x768 on 52" Plasma TV
runs perfectly smooth... looks great too...

1366x768 is nothing. By pure pixel count (which is what matters in terms of resolution), 1920x1080 is 100% more pixels (and thus, power required to push the same frames) than 1366x768.
At this point, I think I should states something here. A lot of people commenting here seem to think I'm complaining about stuttering, frame issues, or not enough power... and then start turning this into a pen0r-waving match. I am in fact, complaining about none of these.
I'm complaining about the fact that this game was so rushed, so broken, that when I play the game, I get two options: a game with no sound whatsoever, or a game that doesn't start at all, because it thinks DirectX is broken.

I remember people having this problem ( with the game using the CPU and not the GPU) when GTA IV came out, good thing is they actually listened to the users and patched the game.
