Negative. NCR are in the strip and sometimes they even act as military police but on the strip they aren't allowed to carry weapons, only in their base can they do that, or the monorail station. Securitrons are the real police of the strip.

Well I haven't been attacked to date doing so but it all depends on how your reputation is with them, I recommend you do a few quests to help them out and up your rep a little.

It's actually quite easy to gain reputation with either faction without losing it with the other. There are many quests where the enemies are factionless third parties like Fiends or feral ghouls.

Yeah, missions for NCR, the bounties from McCarran are all against fiends. Drugged up people that only serve themselves since obviously the Legion would have nothing to do with them.

Actually the 'strip' is a separate reputation. Also each individual casino has separate reputations, so if you do something bad or get kicked out, inside you will get attacked like you would with any vilified faction.

The NCR on the strip are 'NCR Civilians' as classed by the game, so no weapons, and I believe if you cause trouble on the strip (outside a casino) you get attacked by the securitrons anyway, which is far worse than NCR...
