1. Does that addachievement console thing still work like in Fallout 3?
2. Is it still a Windows Live game?

No it isn't windows live, they're only steam games and my guess would be no because using cheat codes turns off achievements in steam. You can use cheats to get perks though.

And one might think "Yay! No GFWL!" ...except at least GFWL was OPTIONAL. Whereas if you purchase a retail copy and install it, it requires you to add it to a Steam account, and is permanently linked to it, and all the other Steam-related drawbacks of such a game. At times making me wish it was still GFWL...

I knew this was going to be a bad thing. It's always bad when you need something like steam to play a single player game.

Dont have a problem with using the Steam network for games, find that most games dont crash through steam due to software not being able to communicate together, atleast not compared to GFWL.
Ive had a few crashes this time around, but not nearly as many as through GFWL network, so im glad that it is through steam compared to GFWL, the achievements are not really something i concentrate on anyway.
So i can cheat my ... off and just not get my achievements, and game runs like a charm for the most part, but still in between some crashes.
Overall i found this game to be a long game with quite a good deal of things to do, think there is around 150 locations you can visit.
I am an old gamer and i need my trainers to help me complete them these days so i have started to look at what trainer options i have for my games and Cheat happens tend to not disappoint so thank you for the game enjoyment i can still have.

1. Its a Game for windows. But through steam.
2. Console cheats turn off the Achievements.

I've used the "tcl" command to access a crappily placed mod item, and I'm still getting achievements. so if using console commands does actually disable achievements, not ALL commands do so.
Personally I don't have a problem with Steam. I've never had any issues with it and you don't lose anything by having a Steam account.
The game is worth it, regardless of the platform it's distributed through.
Oh, and if you just advertised that you're going to download the game without buying, it's your business what you do until you get caught, but posting that detail on a public forum isn't exactly smart.
