i cant seem to get the codes by tnor to work. can some one explain how to do them. i must be missing something. thanks a lot

I have the same problem. I used the "^"-key which was the right key in the German version for Fallout 3 and any other games when ~ should be used. But nothing happens.

Works now.
after googeling a bit around I finaly found a solution. It has something to do with IRdevices.
I just copy and paste the solution I found. Workd with me:
t is simple to fix actually. It's either delete this, or modify littlebit to go around this function.
Go to 'Device Mananger' -> 'Keyboard' -> 'Microsoft eHome MCIR 109 Keyboard' and uninstall it.

Not sure exactly what you need to know, but I'm assuming it wasn't easy enough to understand in his guide how the syntax works.
All codes (minus ones that effect the general game itself, like tgm and tfc) require a target, which is 'player', a code like additem or setav and then a hex code of a specific value of something in the game. For items, after that there needs to be a number for an amount.
So for example: player.additem player.additem 00121148 1 (would give you 1 Brush gun) player.additem 001613D4 100 (would give you 100 rounds of 12.7mm)
player.setav science 50 (would set your science skill to 50+baseline value) Stats and skills seem to operate with a base value and the number you set is the amount overtop. For instance, I set lockpick to 80, which resulted in the maximum 100. I'm not sure of the baseline values, so you can just test for yourself by starting with a lower number.
player.setav carryweight 1500 (changes max carry weight to 1500) Other values are listed for setav, other commands are used for exp and perks, being rewardxp and addperk, if I recall correctly.
Hex code are digits composed of 0-9 and A-F (I think), so there is no letter 'O' and capitalization doesn't matter for any command or code.
