Well, it worked for me when I did it but when I did it was out in the Mojave Wastelands, right? I went to Camp McCarran but the guards outside were hostile to me still..killed them, went inside and the guards inside loved me and even gave me a radio to contact them with. I think if you're say in the wastelands, others in that area might still hate you..zoning into a city like Freeside or Goodsprings..entering a building, that might fix it all.
But yeah, that's exactly how the code goes, and you do it until you can't take any more infamy away and then you can add fame by just doing player.addreputation factionID 1 5
The one being to add fame, not infamy as you now know. It's actually pretty simple.

Well now it has come to this that I have like 5 quests in Crimson caravan camp and everyone are hostile to me so I can't enter it.
Basically I think that the faction relations thing is broken. Characters from the same faction are hostile randomly.
For example I just did the main quest boulder city part. If I did go to the gate without NCR armor on the sarge was hostile and all the NCR troops shooted at me while the great khans were friendly. If I had the NCR armor on I could talk the NCR sarge and get the options for quest but then the great khans were hostile. So I took the guest with armor on, entered the door, took armor off and then talked to the great khans. Went back outside without putting the NCR armor on and now the sarge didn't mind that at all. But the dude at the memorial stone still turned hostile against me.
So yeah, I think the relations thing is broken and by that I mean that game probably checks your relations with factions on the background when moving between areas and adjusts the other faction relations toward you. So basically you could have good relations with NCR but if you wander into great khans camp which are neutral and do quest for them you make NCR hostile without even knowing it.

Finally got things workin again. When used movetoqt command I appeared at the currently selected quest location and no hostility and as a miracle hostility is gone from allt he palces it used to be (crimson carvan, BoS etc.). Now everything works. Probably some bug where game has problems actually updating relations or gets wrong data or somh.

There are cheat codes to lower infamy and raise fame for both the NCR and the strip.

There's cheat codes for them on the first page of this topic, there's other topics about reputations as well and one has more detailed cheats including the faction ID's.
