It would be easier to simply make a new text file with these in it and add it to the "Steam\steamapps\common\fallout new vegas" folder, named anything one wants to name it (for example mod.txt). When in the game command, simply type (no quotes) "bat mod" (with a space between words) and enter to get these. I added the amount parameter to these as well or they won't work:

weapon mods are nice, but the amount of mods and weapons you can use them for isnt so great

Theres a mod that lets you add mods to unique weapons. its over in the nexus website. Its great i use it myself.

Yes, but you can do that yourself without having to actually add a mod to the weapon. Installing the Geck and modding a particular weapon's parameters and saving it as a plug-in does the trick, and you can set the power of the weapon doing this.
