Here's the scenario I envision: Rita winds up in the hospital with some delibitating and mysterious illness, and due to the mysterious and dramatic nature of her symptoms, House and his team are put on the case. The disease is somehow linked to Dexter's serial killer tendencies (perhaps blood borne), and Dexter knows it. He is of course there with her in the hospital for much of the time, and has good reason to want to throw House off.
The stakes are high here. If House figures it out, then Dexter is on death row. But if he doesn't, or if he takes too long to do it, then Dexter may find out about House's involvement in euthanasia, and House may wake up wrapped in cellophane. So somebody's gonna die.

I'm gonna have to go with Dr. House. He's a bit faster with executing plans since he's not too worried about people seeing.

I think Dexter because he's willing to go farther than House would. Dexter's killed too many to count, whereas House has a heart. It's buried, but it's in there.

As much as I love dexter, House gets my vote. As far as both shows go, House tends to have thicker plot armor and the ability to see through most facades (even the one put up by dexter). Everybody lies.
On a side note, as far as I'm aware, House wouldn't be subject to Harry's code either.
