hehehe...sure you can...do POPULAR things.
Change policies in a smart way and you can easily hit a popularity of 75 or more, even if you start in a country with open policies (like in regards to freedom of speech/religion/TV/etc) and tweak things that give you the green smiley faces. Also check out some of the advice in the thread everyone mentions...specifically the "cult of personality" advice.
Also, start making appointments with people to raise your popularity with them (which often leads to gaining support from the groups that person belongs to). Basically...schmooze...benefit your people and make friends.
And if that doesn't work, look for some NBC weapons on the black market and nuke the right outta your enemies. Oh and assasinations from your secret poilice if they're people in your own population.
