Unlike previous incarnations of Codemaster games, deleting the *.xml files in the ai folder will not render the ai useless. In fact, it will disable the game.
But can remove 4 of them relatively safely. I recommend making spare copies of the files before deleting the originals & archive your save file.
The folder in question resides (for me at least) C:\Games\Steam\steamapps\common\f1 2010\ai but of course could be different for you. Main thing is the ai folder is in the f1 install folder.
Files to delete{ catchup.xml ai_vehicle_cornering_statistics.xml ai_driver_parameter_mappings.xml ai_choreographer.xml }
I've tried messing with the other xml files in the folder, but they resulted in F1 crashing.
Issues{ The other racers still move but very awkwardly. Most never get past the first turn in a race and finally come to rest some where or perma crash.
These modifications WILL affect your team mate.
I have to test whether or not this still works on the practice qualifying races.
You can and will be penalized if you bump into someone (which with this is easy to do). Partially why I wanted this mod because I would be penalized for causing an accident even if someone rammed me. Also be wary of dirty overtakes, illegal blocking etcetera. Just be patient look for a gap then get away from those loons. Luckily this is only an issue when passing the starting line. }//EOF

I am also trying to Disable the AI Like in Dirt². First of all, deleting ai_vehicle_cornering_statistics.xml will disable the Breaking Assist! So if you use it, don't delete this File.
If you delete the ai_vehicle_config.xml. The AI stops moving, but you are getting a max speed of 6mph. I guess that has something to do with the fuel.

thanks. I didn't realize that controlled all that. My game would always crash when I deleted ai_vehicle_config.xml.
I never use brake assist so hadn't noticed.
Sadly this also does not remove the preset times allocated to npcs when doing qualifying races.
As for the 2mp, no, I don't have that issue. Could try only deleting or nulling the ai cornering file and leave the rest intact.

"ai_vehicle_config.xml" Deleting that file is creating the 2-6mph Bug.
I'm working on a custom "ai_vehicle_cornering_statistics.xml" so that the Breaking Assist is still intact.

might only really need ai_driver_parameter_mappings.xml I'll give it a test when I return.

Well once the proper disable ai is, it might be hella awesome with the trainers freeze timers.

you dont have to do all that the reason you dont move faster is because of the break assist, simply do this, delete ai_vehicle_config and the catchup, turn off your brake assist, i doubt anyone needs help braking anyways.
abs works fine if you want to use that.
