Regarding the Cheats & Hints.

I found a rather inconvenient cheating issue in Victoria 2. If I modify my initial country's techs so that I have all the techs at the start of the game, then I won't be able to release satellites or dominions. The thing is, if I do, even a most underdeveloped and backward satellite will have all the techs too, and will gain an enormous amount of prestige as a result in a very short time. In no time, it will become a great power and thus it will no longer be my satellite, but a competitor...

trainer 3.03 works is not entirely correct. Options 2 numlock, 3 numlock also work for AI opponents. Options numlock 4, 5 seem too work for AI.
