As uh, "quaint" as the music is in this game, though the music later in the game after gets out of jail is slightly better, I'm tired of listening to it as i drive all over the city for missions i missed achievments or playboys in. Is there any mods or patches or something out there to let have my own radio station or something like it, like in GTA?

No way man the music is like real cool in thig game!!! Nah really you're right, I mean some of the music I do like but when you've heard the same blasted song about oh a hundred times all I want to do is tyrn that radio off! Makes me wish I could listen to my own music instead of what came packaged with the game.

Yeah they really should have added more music to the game. Or at least make a list of your own then. How cool with it be when you step in a car and some serious gangsta rap is on the radio :P
And the commercial are a little on the short side as well, the many many times I heard there is a new computeeeerrrrr just as big as a house have been invented....

after googling this same inquiry i found a post on another forum by a user who suggested taking whatever mp3 file you wanna use and altering it to match the audio files for the game, not sure if this works, but it's worth a try.
Here's what they said
"The .fsb music files are simply .mp3 files with a different extension to trick you into thinking they're cryptic or not playable. Or whatever. In any case, there's a radio music subfolder that contains a 1940s folder and a 1950s folder and then the individual radio station folders ("classic", "delta", etc.) All the speech stuff is in there, too. To listen to the music outside of the game all you need to do is rename the files so they have an mp3 extension. (YMMV depending on what you're trying to play them with, however. They play perfectly fine in J.River Media Center, my PC audio-player of choice.)
Anyway, I can't guarantee this will work but try this... Take whatever mp3s you want to hear, change the extensions to .fsb, then throw them into whatever folders for the time period you want to hear them. If you want to hear them in both eras of the game, throw them all into both the "40" and "50" folder. I dunno if you can create a brand new radio station folder that doesn't already exist. That might not work. So maybe dump them all into a single radio station's folder.
Will this work? Dunno, but it might and it's very easy to try. The only thing that may prevent it is if you have your mp3s encoded at a ridiculously different quality. The radio tunes are pretty lo-fi. You may want to check the properties of the files included in the game and then mimic them when creating your own mp3s.

.fsb is sort of a container format for audio codecs. Most players will not be able to handle the Mafia II audio files out of the box.
If you want to use your own music in-game, you'll need to install the FMOD Ex Programmer's API (Link). Then, using the fsbankex.exe tool (FMOD SoundBank Generator), convert your music using high bitrate MP3 or PCM if you have a nice sound system and a lossless source. Navigate to \pc\sds\music\Radio in your Mafia II folder and replace the files with your own converted .fsb audio. Hop in game and switch to the right radio station. If done correctly, you should have flawless playback of your choice of music and it'll sound great too.

that sounds a little too complicated for my skills, i think i'll just wait till someone makes a mod to that.

Just turn the radio off and turn on your own music (on/off button for radio in controller settings) Simple as that. No need to mod anything for that.
