Yeah the SL helps you no get busted for speeding. Keeps you at 40mph or 40kph. I can only guess you have a glitch on your SL in the game.

It's just basically so you can drive normal speeds around the game. It'll alter itself from when you go down roads to the freeway.
It will change itself. You can do 50MPH and anymore you get chased for a ticket.
IT's good for when your hammering down the road, see a police car and press the button and it slows down very fast without skidding out.

is your copy of the game retail or is it pirated? if it is a pirate version then you got a bad crack dude. if it is retail then reinstall.

My copy is retail i would never pirate. And the limiter is working corectlty as advertised I was just not being very observant.
