how do you catch suicune in silver version????

After you encounter it in the burnt tower it will appear anywhere in the long grass around Johto. Just keep looking and you will eventually run into it. If you battle it and make it faint you wont see it again, so be careful. If you see it and it escapes you can use the pokedex to track its movements - but dont use FLY or it will immediately move to another area.

is it attraced to repels like entei and raikou?? and i have been walking in the grass for a long time and havent run into suicune once

Repel makes it harder to find. I usually found it in the north when I used to play, so the grass around Mahogany etc

I usually stick in one spot, as it will eventually show up in a random battle.
