Location: Shoreside Vale

Get into the Cartel Cruiser and get out of the mansion area. Drive to the dam. Kill all the gang members you see and drive down the road to the dam. Continue to kill all gang members. Get up the stairs at the end of the area and find the rocket launcher. Shoot down the helicopter to clear the mission.
