Cheat Method
Light of Altair lets you place buildings that you haven't researched if you have them bound to one of the numerical hotkeys. You just have to highlight a colony and use the shift+[#] shortcut which auto-places buildings.
In \Documents and Settings\[USER]\Application Data\SaintXi\LightOfAltair open the settings.ini in notepad.
After each HOTKEY_[#] there is a 1 or 2 digit number which corresponds to the buildings. Here is the list:
