Can you shut off your internet, toggle steam to offline mode, then play this game alone?

Is there an offline mode?

Just got the game. The game starts in a tutorial area. In that area I can disconnect internet and the game still plays. Nothing happens. I will continue playing further and will update if anything else changes. That said the tutorial area is 100% offline.

*Update* Got through the tutorial. There is an option to make it single player only. While in game in single player mode I disconnected my internet and nothing changed and I was not disconnected. I believe it is offline.

Looks like it has the same system as Left 4 Dead or known as Co-op with 1 or more players. could be server-sided?

For multiplayer it's server sided. For single player it's not. You are able to start a single player game and completely remove the internet and the game still plays fine. At least it did for me when I tested it earlier.
