The option has been removed because people reported it doesn't work. I've spent 4 hours to figure out why and noticed that it indeed doesn't work but I cannot find out why.
There are two values indicating the maximum population. One is for the 'server' and one for the 'client' (the game uses an offline client/server model). The client value is accessed and checked when you try to hire a unit. The server value isn't anywhere accessed at all.
My trainer had set the client population maximum to 999 but it won't take effect. A reason for this could be that the game simply ignores changes to the population maximum until the game has reloaded the values. So if you change your population at beginning you need to increase the population maximum in a legal way.
But I've decided to remove the option instead because it doesn't work as it should and there is currently no way for me to get it to work the way I want.

Sounds like you are only changing the reporting value. Some games that I have seen use both a reporting value, ie the one that prints to the screen, but it reads from another value that is a string. To find it I usually have to take the printed vaule and multiple it by a modifier. I suppose its an attempt to hide the vaule. Its a common trick if not a simple one. There was a way to use a hex reader to see what a value reads from but its been so long I know I dont have the program anymore.

There is no multiplier. But a server/client structure, possible that the population maximum is hardcoded and needs to be refreshed by the game as I said previously.
Another attempt to solve this problem is by removing the maximum population check.

Would make sense considering the game does have a multiplayer aspect. Less work for the developer in the long run. It was just a thought. I stop make my own trainers a long time ago. Well before the "everything online" craze. I pretty sure I'm a bit out of touch with the way things are done now. We are still greatful for the effort. Keep us updated if you feel this is a problem you can overcome.

Trainer crashes and says deactivated. Asks me to install the missing files, everything is installed rebooted, run trainer then game and same issue. Was there an update to this game prior to trainer updated?
