You can just add your own bindings in the Coalesced.ini file like this as an example:
Bindings=( Name="NumPadOne", Command="GiveTalentPoints 99" )
and for removing points:
Bindings=( Name="NumPadTwo", Command="GiveTalentPoints -99" )

While what you say is a means of doing it, you over-simplify how it is done. First off, you have to add it to a certain section of the command lines. Also, it isn't as simple as just adding them as doing that in a text file (essentially what the coalesced.ini is anyway) will just make the game crash. You need to re-compile the file after adding those lines, using Notepad++ works well, but just using Notepad is a nightmare if one doesn't know how to recompile it. The best means to edit the file is to download and use the Coalesced Editor (Link), though it is a little complicated, but it compiles nicely and makes backups when one makes a change..
More easily accomplished for simply adding points is to download the Gibbed Mass Effect 2 save editor (Link) as it is nearly self-explanatory. OR use a good trainer to add points by Brewers, (Link) which works real well.

Off-course you need. But you need to guess that a person know what he/she ask about. It can't always be explain down to every details.

The OP asked "where in the ini" he needs to make the change. This doesn't even lend much to the person knowing what to do really. Since he asked where, you simply gave the command line needed without showing where it needs to be placed.
The example you gave, he needs to locate the "SFXGame.SFXGameModeDefault" then add the bindings. Still, using the editor makes sure that no errors happen.
Yes, it seems like you have the answer for everything..

I most certainly do not have the answers for everything, but my suggestion would be the least likely cause of a crash or an issue because I left out one huge detail, because I didn't read that the OP has asked, "where in the ini" ..
