If you're talking about Elder Lyons, than there are two good chances for you to find him. He is mostly found in the Labratory, and in B-Ring. That's like...Bedrooms and stuff. those are the most likely locations for you to find him. and Star Paladin Gunny is out in the bailey.
And the whole area he's describing is the Citidale.

I asked all of the knights in the gnr building and they he is usually near the lab!

you can find paladin gunny in the citadel courtyard around 12pm or so...the only way to get into the citadel is after the waters of life quest when you help Professor Li out of Taft Tunnels..then after a elder lyons finishes talking to Li and shes done talking to you you can ask him for power armor training....
