Gandalf, because of 3 main reasons.
1: He didn't stay dead.
2: He uses a sword and a big stick.
3: Dumbledore is frail in one lifetime, Gandalf is still kicking strong at over 300 lifetimes.

Gandalf. Dumbledore doesn't really fight, he's more the administrator of Hogwarts than anything.
