I have unlocked the perks to install nitro and guns on Aurora, and have the Aurora car too, but I don't see where I can install these. It's not by the garage guy, not by the weapons supplier, and can't find anything helpful on google either.

they are added automatically just get into aurora and youll see you have nitro and a machine gun

Whopsy, my bad. I have tha Altair, not Aurora... hmmm So how do I unlock the Aurora?

and you have to complete 3 mayhem perks to get nitrous and machineguns on aurora

or alternatively you can just complete the first perk and then buy the other two though its better to keep perk buys for other perks since the ones for aurora are waaay to easy
