In a course I took on the interwar period, the prof gave us an overview of all of the changes in government of the major players and handed out printed sheets with the heads of state and heads of government for Britain and Germany and Austria and whatnot. We got to France and the page had four names on it and the prof said something like "I gave up counting the changes in government, but they averaged about 6 a year, so here's a list of the significant people".
