I already gave the tracings of the golem names to the shaperate, is there a way I can get them to Shale or a console command to add them to my inventory or something?

that are two seperate quests. you need to have shale in your party when you defeat Branka. If you chose Branka's side, he dies. If you already passed that point, try to go back to the plate with the names with Shale in your party.

you don't need the tracings for shale (i completed shales quest without them, and also didn't have shale in my party for the caradin/branka bit)as said above just go visit the tablet with shale and then talk to shale at the camp site

He said that he could study a copy of it, or whatever, when I brought him to the tablets. There's no more dialogue options for it now.

try revisiting places like caradins cross etc (with shale in your party) and maybe something will happen (as i said i did pretty much the same as you i took the tracings to the shaperate before even informing shale) also make sure your approval with shale is around the 80-90 mark (you can increase shales approval by giving the "Remarkable gem" gifts) have you gone to the shaperate with shale? maybe that will open new dialogue? (i don't know but worth a try)

I've had Shale in my party since I left Lothering pretty much, Morrigan, Alistair, and Shale. My approval is only like +20 or so, so that may be it.

yep, if your approval is that low you may not be able to advance shales storyline (same goes for the rest of your party)

I know what you're refering to. I was concerned about it as well. Just disregard that comment. Just make sure after you deal with Branka you go to Shale's old thaig on the Deep Roads map to get all of Shale's background and achieve friend status.
