Ok Guys here is how to purifiy Shadow Lugia the pokemon Cipher said to be the Ultimate Shadow pokemon
Go to the pokemon HQ lab (where the story starts) then when u have the purifying mechine u fill up each one of the sets to max flow then when u have all 9 of them set to max flow put Shadow Lugia in the middle of the last set (the last set is 9) Then it might be a little bit befor Lugia is able to be purified but u should be able to purify it. you dont really have to put Lugia in the last slot. It can be any slot as long as the other requirements are fulfilled
