ok. as i was playing i suddenly had an apifany. you see fat people, you see, skinnys,cubans,gangs,rich people,bikini,hookers,security, EVEN THE F*CKIN ARMY! the one thing that you dont see in any of the gta games are children. thats right read it and weep. i meen that wud be great! just beat the kids!! thats fantstic! but anyways just wanted to share my true apifany

It's because they won't allow you to kill kids. Kids are absent in almost all games, except Fallout 3, but even there you can't kill them.
