If this has already been posted, i must of missed it, but how and where can you make Custom Weapons, and i would prefer a way that doesnt give bad karma or give a fine or something.

You can make them at a workbench and it doesn't give any Karma.But in order to do this you must either buy or steal blueprints from a Trader.Of course this doesn't allow you to customize the weapons,but they will be one of a kind for you.In order to make one you also need the necessary "ingredients".This is all sorts of junk you can find.Lawn mower blades,motorcycle engines,tin cans,Nuka-cola Quantum(For Nuka grenades usually) etc.A workbench can be found in Megaton at Craterside supply.It's a metal bench with some blue mechanical devices on it.

Also, are the custom made weapons unique, or can you sell it and then make it again?

I think you can sell them and make them again and again.They're rare weapons,but not unique.

They'er not even rare, once you have the blueprint you can make dozens if you have the required parts. The hardeset thing to do if find multiple copies of the blueprints as this makes your weapon stronger when you create it.
