The first time this happened to me I was on chapter 8 going up the elevator after getting the broadcast system working.
After an elevator starts going up stand in the way back left corner and keep walking back and left, now draw your weapon (I only have the cutter [going for acheivement]) and you'll slowly fall through the floor. Not too cool because you're then stuck in the bottom of the shaft and nowhere to go. but hey its a glitch.
