Where would you be able to get a lightball from???

The lightball is very rare but you CAN get it
You go to the safari zone and catch as many pikachus as possible.Then go to your pc and look at them one of them is bound to be holding it

Yes, It is a Pikachu specific hold Item, NOT a Pokéball.

pikachu can hold both oran berries and the light ball, however the oran berry is much more common.
