Mission 7: Northside Vending and Amusements

I have been through this level over and over. Not using the trainer or anything...I have cleared it out all the way far as I can tell...no one is left standing or they are restrained. But the level will not end. Any advice on maybe what I am doing wrong?

I had to restart that mission for a few times.
There was always one criminal that slipped through us and he hid somewhere so you must check the whole map again,rooms,hallways everything.

I did that but it seems the reason I can't do it...is cause everytime I use F to use...like to tell of the captures or when get to the detective I can't tell them we found him...all it says is for people to get down and stuff...so I can't end the mission by telling them I have him.

You have to aim at person that is dead or arrested and than press the USE button to tell the TOC that you have them.

I have done that...but even with me pointing at them it just yells for them to get down...

Did you try to get closer o them?

I have tried standing right over them and doing it...

and standing back from them...

There is much reasons.
