dont know that attack... i've like only used him so that he gains 2 levels.. so i dont know any attacks that he can get afterwards.

How ever much the positive distance between Kyogre's level and his opponent's level is how much accuracy any 1-hit-KO attack does. For example, if Kyogre wal level 70 and was facing a level 20 Absol, Kyogre's Sheer Cold would have 50 Accuracy. Get it?
