i need help...how do u get up the stairs with the trees in front of it that is in sootopolis city PS

just got to the pokecentr in sootpolis. then go to the house at the bottom rite of the pokecenter and the house has and old man sittin at a desk thts the house.

how can u get through the trees? i tried cut, secret power, i even tried fly and sweet scent (in order to see if there was anything there) and it didn't open up.... how can i get through?
