(Not celibi) go see professer oak in the kanto region hell give u a wierd looking ball.go back to the johto region go to the forest south of goldenrod city place the ball on one of da shrines and den celibi will come out catch it and*dum dum*celibi is yours to keep
i heard u get the ball for winning in battle tower and u find it in a locker. i also heard something involving a special Apricorn u give to Kurt for the GS Ball. Which one is true?

for celebi, you dont have to get all pokemon, you need to beat the pokemon league, go to the shrine in the forest and it will say something, then go to oaks lab he will tell you he saw an ancient creature hover above the ground then vanish, he means celbi time traveled, go back to the shrine and celebi will be there, the faster you do this the higher leverl it will be on, mine was on level 78, its awesome!
